### sec.371 What is a flood event
A flood event , for a dam, is a circumstance in relation to which—
there is a reasonable likelihood that the level of the water surface of the dam may exceed its full supply level; and
if the level of the water surface were to exceed the full supply level, it would be reasonable to release the excess water only by opening the gates of the dam.
