### sec.654 Preparing draft performance plan A category 1 water authority must prepare, and give to the Minister for approval, a draft performance plan. The draft must be given to the Minister no later than 2 months before the start of the financial year to which the plan applies. The authority and the Minister must try to reach agreement on the draft performance plan— as soon as possible; and no later than the start of the financial year to which the plan applies. s 654 amd 2014 No. 51 s 21 (sec.654-ssec.1) A category 1 water authority must prepare, and give to the Minister for approval, a draft performance plan.
