### sec.44 Preliminary public consultation
If the Minister proposes to prepare a water plan, the Minister may decide whether public consultation on the proposal is required.
If the Minister decides public consultation is required, the Minister must publish a notice of the proposal stating—
the water to which the water plan will apply; and
the reason for preparing the plan; and
proposed arrangements for consultation.

(sec.44-ssec.1) If the Minister proposes to prepare a water plan, the Minister may decide whether public consultation on the proposal is required.
