### sec.155 Purpose of chapter
The purpose of this chapter is to provide for the process by which the chief executive decides when and how waste stops being waste and becomes a resource.
Waste stops being a waste and becomes a resource when, in accordance with an end of waste code or end of waste approval, it stops being waste and becomes a resource.
A person is a resource user while the person uses a resource in a way, or for a purpose, that complies with an end of waste code or end of waste approval.
If a person stops using a resource in a way, or for a purpose, that complies with an end of waste code or end of waste approval—
the person stops being a resource user; and
the resource stops being a resource and becomes waste.

(sec.155-ssec.1) The purpose of this chapter is to provide for the process by which the chief executive decides when and how waste stops being waste and becomes a resource.
(sec.155-ssec.2) Waste stops being a waste and becomes a resource when, in accordance with an end of waste code or end of waste approval, it stops being waste and becomes a resource.
(sec.155-ssec.3) A person is a resource user while the person uses a resource in a way, or for a purpose, that complies with an end of waste code or end of waste approval.
(sec.155-ssec.4) If a person stops using a resource in a way, or for a purpose, that complies with an end of waste code or end of waste approval— the person stops being a resource user; and the resource stops being a resource and becomes waste.
- (a) the person stops being a resource user; and
- (b) the resource stops being a resource and becomes waste.
