### sec.16 Preparing declaration
The Minister may prepare a declaration that a stated area is—
an area of high nature conservation value; or
an area vulnerable to land degradation.
Also, a person may request the Minister to prepare a declaration mentioned in subsection (1) .
The proposed declaration must include—
proposed assessment benchmarks for the assessment of development that is the clearing of vegetation in the stated area; and
proposed matters that a referral agency must or may assess a development application against, or having regard to.
The Minister must consult with the following entities in preparing the declaration—
an advisory committee established to advise the Minister about vegetation management;
each local government whose area is affected by the declaration.
The Minister must give each owner of land that is in the stated area a written notice inviting the owner to make a submission about the proposed declaration.
The Minister must also give notice of the proposed declaration.
The notice must—
be published—
on the department’s website; and
in any other way the Minister considers appropriate, including, for example, in an electronic version of a newspaper; and
state the places where copies of the proposed declaration may be inspected; and
invite submissions on the proposed declaration; and
state a day by which submissions may be made on the proposed declaration.
