### sec.67L Principle of shared responsibility
The effect that activities associated with providing a road-based public passenger service have on safety is the shared responsibility of each duty holder for the service.
The level and nature of a person’s responsibility for an activity depends on—
the functions the person performs or is required to perform, whether exclusively or occasionally; and
the nature of the safety risks created by the carrying out of the activity; and
the person’s capacity to control, eliminate or minimise the risks.
