### sec.48A Chief executive may enter into emergency service contract
The chief executive may enter into a service contract if the chief executive is satisfied the contract is necessary as a matter of urgency—
to establish a public passenger service; or
to ensure the continuity of a public passenger service; or
to provide a public passenger service in an interim period while another service contract for the service is being offered or negotiated.
