### sec.30 What is the system established
Part 4 , division 1 imposes general safety obligations for Queensland regulated ships on the following people in the maritime industry—
a competent person who issues a survey report for a ship;
a ship’s owner (including an operator);
a ship’s master and crew.
Part 4 , division 2 imposes general safety obligations for all ships on the following people in the maritime industry—
a ship’s pilot;
the managing pilotage entity for a ship in a compulsory pilotage area.
These general safety obligations are generally intended to be performance based rather than prescriptive and to allow people to find more cost efficient ways of achieving safety.
