### sec.219C Notice of proposal to prepare draft standard
Before making a standard about a matter, the general manager must give public notice of a proposal to prepare a draft standard about the matter.
The notice must be published—
once a week for 2 consecutive weeks in a newspaper circulating generally throughout the State; and
if the standard applies only to a particular area of the State—in a newspaper circulating generally in the area.
If the proposal relates only to an aspect or part of the maritime industry, the notice must also specify the aspect or part.
The notice must—
invite submissions on the proposal from public authorities, industry, interested groups and persons, and the public; and
specify a day, not earlier than 30 days from the first publication of the notice in the newspaper mentioned in subsection (2) (a) , by which submissions may be made to the general manager.
