### sec.196 Offences are summary unless expressly indictable etc.
An offence against this Act is a summary offence, unless it is expressly provided to be an indictable offence.
In applying the Justices Act 1886 , sections 161 and 161A to a proceeding for an offence against this Act committed by a person as the owner or master of a ship, the goods and chattels of the owner or master include the ship.
