### sec.10 Why this Act was enacted In 1973, the international community responded to worldwide concern about the threat to the marine environment and coastlines posed by the discharge of ship-sourced pollutants. The international community’s response was the International Convention for the Prevention of Pollution from Ships, 1973. The Convention, for the first time, set international standards for the proper construction of ships designed to carry oil and noxious substances and laid down rules about the level of discharges that may be made into the sea without risk to the marine environment. The Convention, as amended, is known as MARPOL. See section 6 for the precise meaning of MARPOL for this Act. MARPOL was ratified by Australia in 1987. This Act gives effect to MARPOL by— enacting as part of Queensland’s law provisions to give effect to relevant provisions of MARPOL; and providing a legislative framework in which the provisions can be enforced.
