### sec.92AY Requirement to give statement to Minister
This section applies to the parties to the retransfer when they enter into the retransfer scheme.
The parties must give the Minister a statement (the certification statement ) certifying all of the assets, liabilities and instruments that the withdrawn councils are to receive under the scheme.
The statement must also comply with section 92AZ .

(sec.92AY-ssec.1) This section applies to the parties to the retransfer when they enter into the retransfer scheme.
