### sec.61 Discharge of liabilities by transfer scheme The transfer of a liability of a local government under a transfer scheme discharges the local government from the liability to the extent provided for under the transfer scheme. Subject to section 64 (2) , a transfer scheme has effect despite any other law or other instrument.
