### sch.66-sec.9 Eligibility criteria for conditional approval
This section provides for the eligibility of a registered provider for conditional approval for assistance under the scheme for the purchase and installation of an energy upgrade measure in or for an eligible dwelling.
The registered provider is eligible for conditional approval for the assistance if the provider—
owns the eligible dwelling; and
has obtained a quote for the purchase and installation of the energy upgrade measure (the supporting quote )—
before applying for the conditional approval; and
while the scheme is open under section 8 ; and
has not bought the energy upgrade measure or had the measure installed.
However, the registered provider is not eligible for conditional approval for assistance for the eligible dwelling if the provider or another person has previously received assistance under the scheme for the dwelling.
For subsection (3) , a person is taken not to have received an amount of assistance the person has repaid under section 17 .

for the purchase of an energy upgrade measure—includes a copy of a retailer’s listing about the purchase price of the measure; and
for the installation of an energy upgrade measure—includes a copy of a retailer’s listing about the purchase price and installation costs of the measure.
a listing published on a retailer’s website, a listing published in a retailer’s catalogue
(sch.66-sec.9-ssec.1) This section provides for the eligibility of a registered provider for conditional approval for assistance under the scheme for the purchase and installation of an energy upgrade measure in or for an eligible dwelling.
(sch.66-sec.9-ssec.2) The registered provider is eligible for conditional approval for the assistance if the provider— owns the eligible dwelling; and has obtained a quote for the purchase and installation of the energy upgrade measure (the supporting quote )— before applying for the conditional approval; and while the scheme is open under section 8 ; and has not bought the energy upgrade measure or had the measure installed.
(sch.66-sec.9-ssec.3) However, the registered provider is not eligible for conditional approval for assistance for the eligible dwelling if the provider or another person has previously received assistance under the scheme for the dwelling.

- (c) has not bought the energy upgrade measure or had the measure installed.
