### sch.56-sec.13 Deciding applications
The authority must consider, and decide to approve or refuse to approve, each application for assistance that complies with section 12 (1) .
The authority must refuse an application if—
the application is for assistance that is, or includes, discount assistance; and
the authority’s discount assistance funds for the financial year will be insufficient to pay discount assistance to the applicant.
The authority may refuse an application if the applicant does not comply with a request under section 12 (2) in relation to the application.
The authority must consider applications in the order they are received by the authority.
The authority must give the applicant written notice of a decision made under this section.
