### sec.3 How main purpose is primarily achieved
The main purpose is to be achieved primarily by—
establishing the Queensland Reconstruction Authority to coordinate and manage the rebuilding and recovery of affected communities, including the repair and rebuilding of community infrastructure and other property; and
establishing the Queensland Reconstruction Board to oversee the operations of the authority; and
providing for the declaration of, and the making of development schemes for, declared projects and reconstruction areas to facilitate the following—
the protection, rebuilding and recovery of affected communities;
mitigating against potential disasters for affected communities;
improving the resilience of affected communities for potential disasters through, for example, the betterment of the communities.

- (a) establishing the Queensland Reconstruction Authority to coordinate and manage the rebuilding and recovery of affected communities, including the repair and rebuilding of community infrastructure and other property; and
