### sec.44 Presiding at meetings
The chair is to preside at all meetings of the council at which the chair is present.
If the chair is not present at a meeting, the deputy chair is to preside.
If neither the chair nor deputy chair is present at a meeting, a member of the council chosen by the members is to preside.
