### sec.22 Presiding at meetings
The chairperson must preside at all council meetings at which the chairperson is present.
If the chairperson is absent from a council meeting, but the deputy chairperson is present, the deputy chairperson must preside.
If the chairperson and deputy chairperson are both absent from a council meeting or the offices are vacant, a member chosen by the members present must preside.

(sec.22-ssec.1) The chairperson must preside at all council meetings at which the chairperson is present.
