### sec.86 Factors affecting making of declaration
The Minister must declare a service if the Minister is satisfied about all of the access criteria for the service.
The Minister must decide not to declare a service if the Minister is not satisfied about all of the access criteria for the service.
Despite subsections (1) and (2) , the Minister may declare part of a service if the Minister is satisfied about all of the access criteria for the part of the service.

(sec.86-ssec.1) The Minister must declare a service if the Minister is satisfied about all of the access criteria for the service.
