### sec.80 Factors affecting making of recommendation
The authority must recommend that a service be declared by the Minister if the authority is satisfied about all of the access criteria for the service.
The authority must recommend that a service not be declared by the Minister if the authority is not satisfied about all of the access criteria for the service.
Despite subsection (1) , the authority may recommend that a service not be declared by the Minister if the authority considers the request was not made in good faith or is frivolous.
Subsection (3) does not apply to a request made by the Minister.
Despite subsections (1) and (2) , the authority may recommend that part of a service be declared by the Minister if the authority is satisfied about all of the access criteria for the part of the service.
