### sec.122 Resolution of access dispute by authority without arbitration or determination
The authority may decide not to start an arbitration, or at any time end an arbitration (without making an access determination), if it considers that—
the giving of the access dispute notice was vexatious; or
the subject matter of the dispute is trivial, misconceived or lacking in substance; or
the party who gave the access dispute notice has not engaged in negotiations for an access agreement in good faith.
