### sec.32H Eligibility for work and development order
An individual is eligible for a work and development order if the individual is an enforcement debtor and is unable to pay the WDO eligible amount of the individual’s SPER debt because the individual—
is experiencing financial hardship; or
has a mental illness within the meaning prescribed by regulation; or
has a cognitive or intellectual disability; or
is homeless; or
has a substance use disorder as prescribed by regulation; or
is experiencing domestic and family violence.

- (a) is experiencing financial hardship; or
