### sec.407 Cost of steps by local government a charge over land This section applies if an amount (including any interest on the amount) (the unpaid amount ) is payable by a person for steps taken by an issuing authority that is a local government, on land owned by the person. The unpaid amount is a charge on the land. The local government may lodge a request to register the charge in the appropriate form over the land with the registrar of titles. The request must be accompanied by a certificate signed by the local government’s chief executive officer stating there is a charge over the land under this section. A registered charge has priority over all encumbrances over the land other than— encumbrances in favour of the State or a government entity; and rates payable to the local government. The charge is in addition to any other remedy the local government has for recovery of the unpaid amount.
