### sec.240 Application must be referred to committee
The chief executive officer must refer the application to the committee without deciding the application.
However, if the chief executive officer considers the application does not have enough merit to justify referring it to the committee, the chief executive officer may refuse to refer the application to the committee.
This section is subject to sections 241 and 242 .

(sec.240-ssec.1) The chief executive officer must refer the application to the committee without deciding the application.
(sec.240-ssec.2) However, if the chief executive officer considers the application does not have enough merit to justify referring it to the committee, the chief executive officer may refuse to refer the application to the committee.
