### sec.235 Establishing development tribunal
The chief executive may at any time establish a tribunal, consisting of up to 5 referees, for tribunal proceedings.
The chief executive may appoint a referee for tribunal proceedings if the chief executive considers the referee has the qualifications or experience for the proceedings.
The chief executive must appoint a referee as the chairperson for each tribunal.
A regulation may specify the qualifications or experience required for particular proceedings.
After a tribunal is established, the tribunal’s membership must not be changed.
