### sec.397 Criteria for decisions
The matters that must be considered in deciding whether to grant a survey licence or deciding its provisions include the applicant’s—
financial and technical resources; and
ability to manage a survey to work out the suitability of the area of the licence for the pipeline or petroleum facility the applicant proposes to construct and operate.
