### sec.121C Particular grounds for refusal generally not exhaustive This section applies if another provision of this Act provides for particular grounds on which the Minister may refuse an application. To remove any doubt, it is declared that, unless the other provision otherwise provides, the Minister may refuse the application on another reasonable and relevant ground.
