### sec.239 Applications not finally decided
This section applies if, immediately before the commencement, the chief executive had not finally decided an application for—
the issue, renewal or restoration of a licence or registration certificate; or
the appointment, or the extension of the appointment, of an adult as the licensee’s substitute licensee.
The chief executive must decide the application under this Act as in force after the commencement.

(sec.239-ssec.1) This section applies if, immediately before the commencement, the chief executive had not finally decided an application for— the issue, renewal or restoration of a licence or registration certificate; or the appointment, or the extension of the appointment, of an adult as the licensee’s substitute licensee.
(sec.239-ssec.2) The chief executive must decide the application under this Act as in force after the commencement.

- (b) the appointment, or the extension of the appointment, of an adult as the licensee’s substitute licensee.
