### sec.318DQ Requirement to have development plan It is a condition of each coal or oil shale mining lease that its holder must ensure there is a development plan for the lease. The only ‘development plan’ for a coal or oil shale mining lease is its current initial or later development plan, as approved under this part. See the definition of that term in the dictionary.
