### sec.23 Preparation of final plan The Minister must prepare the final zoning plan— after considering each submission made to the Minister as required by the public notice given under section 22 ; and having regard to the purposes of this Act. The final zoning plan— is subordinate legislation; and does not have effect until the later of the following— the day it is approved by the Governor in Council under section 21 ; the commencement day stated in the plan. s 23 amd 2005 No. 53 s 116 (sec.23-ssec.1) The Minister must prepare the final zoning plan— after considering each submission made to the Minister as required by the public notice given under section 22 ; and having regard to the purposes of this Act.
