### sec.21 Primary licence not to be transferable
A primary licence can not be transferred.
However, if a primary licence is mortgaged, charged or encumbered with the written approval of the Minister, this section does not prevent the transfer of the licence, subject to section 22 , by way of enforcement of the security.
