### sec.82 Distribution of ballot papers to silent electors and special postal voters
As soon as practicable after the nomination day for an election, the returning officer must post the following things to each silent elector and special postal voter—
a ballot paper;
a declaration envelope;
written instructions on how a vote may be cast;
an unsealed reply paid post envelope addressed to the returning officer at the returning officer’s postal address and bearing the words ‘Ballot Paper’.
However, the unsealed envelope need not be reply paid post if it is to be posted to an address outside Australia.
The returning officer must keep a record of the ballot papers and declaration envelopes posted to electors under subsection (1) .
