### sec.15 Returning officer may act through other officers
If—
the returning officer may, under this Act, do a thing; and
the returning officer authorises an assistant returning officer, presiding officer or issuing officer to do the thing; and
the assistant returning officer, presiding officer or issuing officer does the thing;
the thing is taken to have been done by the returning officer.
For an election, if the returning officer authorises an assistant returning officer to conduct the election in a division, and the assistant returning officer does so, the returning officer is taken to have conducted the election in the division.
For an election, if the returning officer authorises an assistant returning officer to carry out the functions of the returning officer under section 95 , and the assistant returning officer carries out the functions, the returning officer is taken to have carried out the functions.
Under section 72 , declaration envelopes are to be posted or given to the returning officer. For an election, the returning officer could authorise an issuing officer to receive declaration envelopes, to remove the declaration envelopes containing the ballot papers from the return address envelopes and place the declaration envelopes in a ballot box.
- (a) the returning officer may, under this Act, do a thing; and

- (c) the assistant returning officer, presiding officer or issuing officer does the thing;
