### sec.12 Issuing officers
An issuing officer is responsible for—
giving ballot papers and declaration envelopes to electors; and
performing the other duties for an election that are required by the returning officer.
An issuing officer must be a member of the staff of the electoral commission mentioned in the Electoral Act 1992 , section 29 .

(sec.12-ssec.1) An issuing officer is responsible for— giving ballot papers and declaration envelopes to electors; and performing the other duties for an election that are required by the returning officer.
