### sec.233 Relationship of administration rules to this Act and regulation
A regulation may be made in relation to any matter mentioned in section 231 (2) or (3) for which administration rules may be made.
A provision of a regulatory authority’s administration rules does not have effect to the extent that it is inconsistent with this Act, a regulation or legal profession rules relevant to the authority.
Despite another Act, administration rules can not provide that a contravention of the rules—
is an offence; or
is capable of constituting unsatisfactory professional conduct or professional misconduct.
Under the Statutory Instruments Act 1992 , section 23 , a regulation may apply, adopt or incorporate administration rules.

(sec.233-ssec.1) A regulation may be made in relation to any matter mentioned in section 231 (2) or (3) for which administration rules may be made.
(sec.233-ssec.2) A provision of a regulatory authority’s administration rules does not have effect to the extent that it is inconsistent with this Act, a regulation or legal profession rules relevant to the authority.

- (a) is an offence; or
