### sec.21 Registrar may decide procedures
The registrar—
is not bound by the rules of evidence; and
may inform himself or herself in any way the registrar considers appropriate; and
may decide the procedures to be followed at the inquiry.
However, the registrar must comply with this division and the procedural rules that may be prescribed by regulation.
