### sch.4-sec.4 Use or disclosure—research etc.
A permitted health situation exists in relation to the use or disclosure by a health agency of health information about an individual if—
the use or disclosure is necessary for research, or the compilation or analysis of statistics, relevant to public health or public safety; and
it is impracticable for the health agency to obtain the individual’s consent before the use or disclosure; and
the use or disclosure is conducted in accordance with guidelines approved by the chief executive of the health department for this paragraph; and
for disclosure—the health agency reasonably believes the entity receiving the health information will not disclose the health information or personal information derived from the health information.

- (a) the use or disclosure is necessary for research, or the compilation or analysis of statistics, relevant to public health or public safety; and
