### sec.319 Arbitration when conciliation unsuccessful If the commission considers all reasonable attempts to settle an application by conciliation have been made, but have been unsuccessful, the commission may hear and decide the application by— making an order under section 321 or 322 ; or dismissing the application. - (a) making an order under section 321 or 322 ; or - (b) dismissing the application.
