### sch-sec.14-oc.2 Presiding member
The Chairperson (or, in the absence of the Chairperson, a person elected by the members of the National Board who are present at a meeting of the National Board) is to preside at a meeting of the National Board.
The presiding member has a deliberative vote and, in the event of an equality of votes, has a second or casting vote.
