### sec.55DA Retailer must enter into community services agreement
A retailer must not provide a customer retail service unless the retailer—
enters into an agreement with the State to provide, for at least 5 years, the community services—
agreed between the State and the retailer; or
failing agreement, as decided by the Minister; and
pensioner rebate and drought relief schemes for customer retail services
complies with the agreement.
In making a decision under subsection (1) (a) (ii) , the Minister must have regard to the retailer’s reasonable administration costs and other risks in providing the community services.

(sec.55DA-ssec.1) A retailer must not provide a customer retail service unless the retailer— enters into an agreement with the State to provide, for at least 5 years, the community services— agreed between the State and the retailer; or failing agreement, as decided by the Minister; and pensioner rebate and drought relief schemes for customer retail services complies with the agreement.
(sec.55DA-ssec.2) In making a decision under subsection (1) (a) (ii) , the Minister must have regard to the retailer’s reasonable administration costs and other risks in providing the community services.
