### sec.53 Applying for a licence
A person who wishes to obtain a licence must be a fit and proper person to hold the licence.
The person must apply for the licence by—
submitting an application showing, among other things, the person is eligible to obtain the licence; and
paying the fee prescribed under a regulation; and
giving the chief executive the other information required under section 54 or 56 .
The chief executive decides the person’s application after having regard, among other things, to whether the person is a fit and proper person to hold the licence.
