### sec.86 Quorum and voting at meetings of the committee
At a meeting of the committee—
4 members constitute a quorum; and
a question must be decided by a majority of the votes of the members present and voting; and
each member present has a vote on each question to be decided and, if the votes are equal, the member presiding also has a casting vote.
A quorum must include—
a member who represents coal mine operators; and
a member who represents coal mine workers; and
a member who represents inspectors.
