What it does
CASA EX22/25 creates a targeted exemption from the currency requirements that would otherwise apply under subregulation 65.045(1) of the Civil Aviation Safety Regulations 1998 (CASR) for holders of an air traffic control (ATC) licence who need to perform certain air traffic control functions at Avalon Airport during the Australian International Airshow and Aerospace & Defence Exposition (the Airshow). The exemption covers three specific types of AV Show endorsements: aerodrome control endorsement, surface movement control endorsement, and coordinator endorsement as defined in the AA Licensing and Certificates Manual. The instrument does not waive the currency requirement entirely. Instead it provides an alternative pathway to satisfy the currency obligation using a simulator rather than live operational experience. The exemption applies only if within the previous six months the licence holder’s performance of the relevant AV Show endorsement function has been assessed as satisfactory on the Eurocat simulator (the ML simulator) operated by Airservices Australia and located in the Melbourne Air Traffic Services Centre. The assessment must be at least two hours long (or longer if needed to complete at least two simulator exercises). The instrument also imposes binding directions on Airservices Australia to ensure the simulator environment remains aligned with the live operational environment at Avalon Airport and that any changes to the simulation, assessment process, or the AA Licensing and Certificates Manual that affect the exemption are approved in advance by CASA. The instrument commenced at the time of registration (4 March 2025) and will be repealed at the end of 29 February 2028, so it is a time-limited legislative instrument designed to support recurring biennial Airshow events.
