### sec.99 All consents not obtained
This section applies if the chief executive—
becomes aware that a parent does not wish to give his or her consent; or
can not establish the identity of a parent after making all reasonable enquiries; or
can not locate a parent after making all reasonable enquiries.
The chief executive must notify the applicant that, for the relevant reason mentioned in subsection (1) (a) to (c) , the chief executive has not obtained the consent of each parent.
Then the chief executive must not deal further with the application unless—

If the applicant makes a dispensation application, the chief executive may proceed to assess the applicant under part 6 , pending the result of the dispensation application, as if each consent had been obtained.
