### sec.28 Assessing whether a non-adult parent has capacity to consent
This section applies if a parent of the child is not an adult.
Before the parent may consent to the adoption, the chief executive must have a qualified person assess whether the parent has capacity to give the consent.
The qualified person must not be the same person who counsels the parent under section 24 .
(sec.28-ssec.1) This section applies if a parent of the child is not an adult.
(sec.28-ssec.2) Before the parent may consent to the adoption, the chief executive must have a qualified person assess whether the parent has capacity to give the consent.
(sec.28-ssec.3) The qualified person must not be the same person who counsels the parent under section 24 .
