'The Postmaster-General, in determining whether he has reasonable grounds to suppose that any person is engaged in receiving money in connection with any of the matters mentioned in see. 57 of the Post and Telegraph Act 1901, is not exercising a judicial or a merely ministerial function, but is exercising a discretion, and must form his own independent judgment. Having formed an opinion and made an order under that section, mandamus will not lie to compel him to revise his decision, or to compel him or any subordinate officer to disobey the order.
