Background
- The Applicant, the Health Care Complaints Commission, has brought an application for disciplinary findings against the Respondent, Ms Julie Leighton. The Respondent is a psychologist registered under the Health Practitioner Regulation National Law (NSW) ("the National Law"). The Applicant complains that the Respondent is: 1. Guilty of unsatisfactory professional conduct under section 139B (1)(a) of the National Law in that the practitioner has engaged in conduct that demonstrates the knowledge, skill or judgement possessed or care exercised by the practitioner in the practice of psychology is significantly below the standard reasonably expected of a practitioner of an equivalent level of training or experience; and/or 2. Engaged in improper or unethical conduct relating to the practice or purported practice of psychology; 3. Is guilty of professional misconduct under section 139E of the National Law in that: a. the practitioner has engaged in unsatisfactory professional conduct of a sufficiently serious nature to justify suspension or cancellation of the practitioners registration; or b. engaged in more than one instance of unsatisfactory professional conduct that when the instances are considered together amount to conduct of a sufficiently serious nature to justify the suspension or cancellation of the practitioners registration.
