Judgment (77 paragraphs)
The applicant has advised that 10 staff are required for the larger events. It is anticipated that the functions to occur on the property would include participation in Yarra Valley Winery events, charity events, weddings, general celebrations and corporate events.
The proposal also seeks permission for live entertainment, specifically sole instrumentalists, string quartet types and 3-4 person musical ensembles. The proposal does not seek permission for live entertainment in the form of rock bands and disco-type DJs. However, permission is sought for the use of amplified music for some events.
The existing wine tasting building, which is proposed to accommodate the function centre, features a large open area and bar at ground level (approximately 84 square metres) and a smaller mezzanine level (approximately 40 square metres). This building consists of a slat floor, large fireplace, cathedral style ceiling, large jarrah tables and lead light windows. Weather permitting, functions may also occur outside in the open courtyard area directly abutting the wine tasting building.
