- The application was advertised and 23 submissions were received from residents of the surrounding area. Matters of concern raised in those submissions and which were explained and elaborated by a number of residents at the site inspection include: · Adverse impacts on the streetscape, surrounding heritage items and the conservation area. · Excessive excavation of the site and likely consequential impacts on adjoining properties. · Adverse impacts associated with additional traffic in the street including car parking and headlight intrusion. · Adverse impacts on the aesthetic and historic significance of the existing building. · Adverse amenity impacts on adjoining properties including overshadowing overlooking and excessive bulk and scale. · The absence of a satisfactory landscaped setting for the proposal. 8 . Following its consideration of a report which recommended refusal, the council decided to refuse the application for 16 reasons which principally relate to: heritage, conservation and streetscape; architectural design and internal residential amenity; landscaping and private open space; amenity impacts on adjoining properties; stormwater disposal and excavation; car parking and internal manoeuvring areas; and ventilation of the basement car park.
