At the completion of an investigation, if the Ombudsman is of the opinion that the administrative action was contrary to law, unreasonable, unjust, oppressive or improperly discriminatory, taken for an improper purpose, based wholly or partly on a mistake of law or fact, or otherwise wrong, he may report his opinion to the relevant authority and make such recommendations as he thinks fit: s.23. These recommendations may include that departmental practices be varied, that action should be taken to rectify or mitigate the effects of administrative action, or that any law be reconsidered. The Ombudsman is obliged to notify the complainant of the outcome of his investigation:s.24.
